OFSAAI Sequential Batch Fails to Trigger the Second Process in the Batch

Oracle Financial Services Analytical Applications Infrastructure (OFSAAI) - Version 7.2
Oracle Financial Services Analytical Applications (OFSAA) - Version 5.x
On Oracle Financial Services Analytical Applications Infrastructure (OFSAAI) 7.2.6, when attempting to run a batch of allocations (several tasks in the batch), the first task (allocation) remains in Ongoing status and the following error occurs in the iccserver.log

[16:47:53,708] - The query for status: SELECT v_task_status, v_component_id FROM batch_task WHERE v_batch_run_id = ? AND v_task_id = ?
[16:47:53,714] - Unable to fetch status from database for OFSAADEV_PFT_Level_1.1_20110921_1.Task1. Zero rows returned.
[16:47:53,714] - Notification queue empty. Waiting for new notifications.
An allocation if launched through the PFT UI completes successfully. The server.conf.properties file appears to have the correct entries.
The issue can be reproduced at will with the following steps:
1. Create a batch with several allocation tasks.
2. Run the batch.
==> Notice the first task remains stuck in Ongoing status even though processing is complete and results have been correctly written.
