Why Is Application Still Working When PPM Service Is Down On Back-End Server In A Distributed Environment?

On : 9.0 version, Admin Module
This is a distributed PPM setup with 2 servers - 1 backend, 1 front end.
In a distributed environment, PPM Service down in the PPM Console of the back-end server, application still working
PPM console of the backend server shows all Red tabs (all services down) and its not even connected to the database.
However, the PPM site is working fine, and calculations are also working.
Is this behavior normal?
