Unable to Connect BRM DB Using Service Name (Using Public Webservice)

Symptoms
One user has a Billing Revenue Management (BRM) 7.5 system with Business Intelligence Publisher (BIP) 10.1.3.1 and Real Application Cluster (RAC) Cluster but no Security Identifier (SID) defined.
It seems to be a limitation of BIP server to connect Database (DB) using Service Name (Example: <HOSTNAME>) as BIP connection is using a configuration file which has a property supported only for SID.
Errors with different Connect strings:
The connection is established successfully using Service Instance instead of Service Name. However, this is a workaround and may not be acceptable.
