How to Send a High Level Message to Restart the RTAdapter

Frequently, a way is needed to have the RTAdapter pick up point configuration changes without involving IT support staff. Right now RTAdapter must be stopped and restarted after SCADA point condfiguration changes are made. Typically, only IT administrators have access to stop and restart the RTAdapter.
There is a way for the RTAdapter to pick up the SCADA point configuration changes that does not require IT staff involvement. A way to stop and restart RTAdapter is sufficient.
