Worklist filters do not return results if a workgroup is assigned to 'Worklist Viewer' role only.

Task Web Client users with a Role that has a Filter defined in the Order Permissions don't see any orders in the worklist, even when there are orders.
Issue can be verified by creating a Role with Task Assignment and Worklist Viewer functions. The filter for the worklist does not work for the user who belongs to newly created role. where the filter condition is satisfied.
