'Error Failed to Get Connection from DBConnectionFactory' When Accessing PFT, FTP, or ALM Screens

Oracle Financial Services Analytical Applications (OFSAA)
In Oracle Financial Services Funds Transfer Pricing (FTP), Profitability Management (PFT), or Asset Liability Management (ALM), you get errors when going to the different screens in the user interface. For example, in Funds Transfer Pricing, you get the following error when clicking on Assumption Specification > Transfer Pricing Rules:

You may also see the following errors in other screens:
Ext Call to get records per page to display for User Id: <User>: infodom: <infodom> is failing.
If you check the console or nohup.out file where Tomcat / Weblogic / Websphere was started, you see the following error message:
DEBUG - Executing action method = onFTPPagination
java.lang.Exception: Common Search : Error failed to get connection from DBConnectionFactory infodom:<Infodom>
at sun.reflect.GeneratedMethodAccessor155.invoke(Unknown Source)
You may also see the DBConnectionFactory error in the application specific log files located in the Tomcat / Weblogic / Websphere OFSAA log directory.
These errors prevent you from doing any setup in the Financial Services Applications.
