EDR Type 15 Generated by Voucher Recharge Has Wrong RECORD_DATE Value

Symptoms
After upgrade to NCC 4.4.1 and when redeeming a voucher via the through call plan (Voucher Redeem node) or PI ( Provisioning Interface) command, 2 EDRs are generated:
1- EDR Type 4
2- EDR Type 15
EDR type 15 has record_date with incorrect value set to "19700101000000" and not the actuall date of redemption:
Example:
This wrong records_date value will cause the CDRLoader to insert the related records to wrong CDR partition in table ccs_be_cdr which cover old date and already set to read only. hence EDR will be rejected.
