Symptoms

 After setting up an InForm 5.0 study from an Oracle export,  'system' user cannot perform any  admin actions (add user, add rights group, modify, etc ) when logged into InForm

Event log shows:

The description for Event ID ( 16389 ) in Source ( InForm - uda ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. You may be able to use the /AUXSOURCE= flag to retrieve this description; see Help and Support for details. The following information is part of the event: Action: Executing SQL statement
