ALI code is required on PSR orders but not on LSR orders. Enhancement to add preference to Un-require ALI code.

Symptoms
Under the Listings tab the ALI-Code(ALI=Alphanumeric Listing Identifier) is required on the PSR yet it is not always required on a LSR. Since it is required here it will always map to the LSR where it will have to be removed before sending to the CLEC otherwisethe customer will get clarified.
