Error during login to TMS Browser ORA-20000: 1006100-You have no data access (Doc ID 1479419.1)

Symptoms

The below Error comes when you login into Tms Browser with any non superuser.

"  ORA-20000: 1006100-You have no data access. Please contact your
 administrator. Exiting form. ORA-6512: at "OPA.OPA_USER_MSG", line 302
ORA-6512: at "OPA.OPA_USER_MSG", line 375 ORA-6512: at
 "TMS.TMS_USER_BROWSER_INFO", line 126 ORA-6512: at line 1  "

Users with superuser role are able to login into TMS browser.
