Unable to Delete First Partition Using "partition_utils.pl"

Symptoms
The First Partition is not being removed by using partition_utils.pl.
The below command is used to delete the first partition on /invoice object:
partition_utils.pl -o remove -s 01011970 -e 03262012 -c /invoice -f
Even with -t realtime parameter, the result remained the same.
