ACTUAL BEHAVIOR

Some users are not showing in the User Name LOV on Audit Report screen.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In GRC Controls responsibility, open Audit Rules form.
2. Click on GRC Controls Utilities > GRC Controls Oracle Audit Report
3. Query for a specific user in User Name and it does not showup even though they exist in the application.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot query for all users in the User Name LOV on the Audit report form.
