Function Engine Continues To Process Slowly

On OPPM 9.0SP1, after upgrading the server RAM, the application was reinstalled successfully but the function engine continues to process slowly and the Actions queue will not clear.
The SQL Server normally times out with a deadlock.
The issue has the following business impact:
Due to this issue, Indicators and advanced function calculation categories do not update after user entry due to function engine backlog.
Server's RAM was upgraded on the Frontend and Backend servers to 32GB
SQL server at 64GB.
