Symptoms

PIN_CLEAN_RSVNS utility is doing accounting even when it is run without "-account" option.

Steps to Recreate:

  -  Authorize session for requested units 1MB
  -  Update session with Used Service Units 1MB and requested units 4 MB (cumulative)
  -  Run "pin_clean_rsvns -object 1" post expiration_t

Command : pin_clean_rsvns -object 1

Current Test Results:
   Accounting still happening but releasing or clearing active_sessions.

Expected Output:
   This utility when run with "pin_clean_rsvns -object 1" post expiration_t should only clear the reservation and active session objects without calling stop accounting.

As per the BRM documentation stop_accounting should only be called if utility is run with "-account" option.
