SCCEXT (Cost Change) Batch Fails With an Exception (Doc ID 1480745.1)

The SCCEXT batch, which is responsible for cost change processing, is failing with the below exception:


sccext_1~20120723054032~process~~105~RET-0105: generic stored procedure error~INTERNAL STORED FUNCTION ERROR: function=COST_EXTRACT_SQL.UPDATE_COSTS, error=Bulk processing error in ITEM_COST_SQL.COMPUTE_ITEM_COST_BULK. Record count of input IO_comp_item_cost_tbl and output L_comp_item_cost_tbl_in do not match. Check address and/or country attributes of input locations., cost_chg=26

Steps to Reproduce:

1. Create a purchase order for an item and approve it.
2. Create a cost change for the same item.  Check the 'Recalc order' checkbox indicator, submit, and approve.
3. Run the SCCEXT batch, which fails with the above error.
