Unable To Swith DCI Status From Active To Provisional

While attempting to change a DCI status from Active to Provisional, using the following Navigation:
(note that a Data file Group Name is displayed. This will determine which data files are presented) > View Data Files (button).
you receive the following error message:
OCCURRENCE PATTERNS: this only happens after performing the Batch Data Load in production mode, but after running a hard delete for data in Test mode or vice versa.
