No Warning or Validation Done for Invalid Skill Data Configuration (Doc ID 1481379.1)

Symptoms

MWM is not displaying an error/warning message on the Mobile Worker record, under the following conditions:

1. If the user enters an "expiration date" for a skill without entering an "effective date", the system appears to update, but does not update or add the record. No error or warning is displayed to inform the user that the update/add wasn't done.

2. If the user accidentally adds the same skill more than 1 time to the Mobile Worker record, the system appears to update, but does not update or add the record. No error or warning is displayed to inform the user that the update/add wasn't done.
