On 11.5.10 Material Requirements Plan in PROD:

MRP is not suggesting to cancel open work orders when there is no demand for item.  The same has been found for old Purchase Orders, Internal Requisitions and Purchase Requisitions.  Example:

An item has 2 work orders that are released and have due dates inside the Planning Time Fence (PTF) or are past due to the anchor date of the plan.  There is no open demand at all for the item.
MRP Supply/Demand shows Action=None but it was expected to see CANCEL.  The jobs are not firm.

Expected Cancel action from the MRP Plan for the work orders/wip jobs

Steps to Reproduce
1.  Create 2 work orders, one with due date on anchor date of the plan and one inside the PTF for the item (assume PTF days = 5 for this example) but greater than current sysdate
2.  Firm the Work Orders
3.  Run MRP plan with All Planned Items
4.  WIP jobs show up with Action = None and show firm so expected MRP to keep them
5.  Unfirm both jobs
6.  Rerun the MRP plan
7.  Both jobs still have Action = None
