Divided Mail Not Reassembled Properly by Defragment Channel

Symptoms
On Messaging Server 7 on SPARC Solaris
When sending defragmented email messages it receives in parts, it is not combined as one message.
The issue can be reproduced at will with the following steps:
This happens when below process is done in Outlook Express.
- create account, connecting IMAP.
- set 16 KByte for mail divided size, this can be achieved in the E-mail Account settings Advanced-tab of Outlook Express. See below.
- send mail that is attached file that is over 16KByte.
- receive the mail.
After setting:
add master_debug to the defragment channel
set MM_DEBUG=5 in option.dat
<msg-server-root>/sbin/imsimta cnbuild
<msg-server-root>/sbin/imsimta restart job_controller
You will find in the defragment_master* log file:
10:23:27.56: Working on message body
10:23:27.57: Processing successful. Terminate submission
10:23:27.69: Working on part entry #1
10:23:27.69: This part is 15524 days(s) old
10:23:27.69: This part is too old -- sending it on
