Inactive lab subsets are displayed in Lab List of Values (LOV)

Symptoms
When the Lab box is displayed in Onsite for a DCM header, its List of Values (LOV) will return the inactive lab subsets as well.
In addition, when one of the inactive subsets is selected and the box loses focus, the following error is displayed:
"Warning
Invalid lab identifier"
This is manifesting only in RDC Onsite. The same box behaves as expected in Clinical data entry, meaning that will return only the active subsets.
