Error While Creating Map Using MapEditor Stating, 'ERROR number of fields in format and data file do not match' (Doc ID 1482016.1)

Symptoms

When choosing to Load map data from the Map Editor configuration window, it is displaying the following error. 'ERROR number of fields in format  and data file  do not match'

### Steps to Reproduce ###
1. Run MapEditor select the option File-Load from MapEditor.
2. In the configuration window
     a. Selected TAB as format
     b. Click Edit button for Data Set Configuration.
     c. Selected Country = Australia
     d. Clicked on AddFile, navigate to a state
     e. Selected streets.TAB file
     f. Repeated the above step for other states
     g. Save the data set configuration
     h. Selected the Data Format Configuration > Edit
     i. From opened data window, configure fields.
     j. Setup the configuration direction.
       - from A to B = F, from B to A = T, both way = B
     k. Saved the data set configuration
     l. Clicked on load from Configuration window
3. When clicking on Load from configuration window, it displays the following error: 'ERROR number of fields in format  and data file  do not match '
