Unable to find the requested .Net Framework Data Provider' when clicking on Review Tab

Information in this document applies to any platform.
1.) 'Unable to find the requested .Net Framework Data Provider. It May not be installed' appears when clicking on Review Tab for all users.
2.) .Net Framework correctly installed on the server
3.) In the machine.config file (located in C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\CONFIG) under the <DbProviderFactories> section, the expected ODP setup was not present:
