OCSC PN: IMSCFCAP2 To IMSSFCAP3 Flow Is Not Correct (Doc ID 1486444.1)

Symptoms

IMSCFCAP2 to IMSSFCAP3 flow is not correct. AC (ApplyCharging) & ACR (ApplyCharging Report) operations are triggered by OCSC.

1. MSC sends ERB-oDisconnect to OCSC
2. OCSC sends ERB-oDisconnect to OCNCC (SCP)
3. OCNCC sends releaseCall
4. OCSC sends ACR towards OCNCC & releaseCall towards MSC

As per CAP2 specification, the expected flow: OCNCC should receive ACR before receiving ERB-oDisconnect. It means at Point 2, OCSC should generate ACR towards OCNCC.

According to ETSI TS 101 441  V7.8.1 (2002-08):

Chapter 8.6.1  Information flow for call duration control - can see that ACR should get before receiving ERB-oDisconnect
