SI-SI Dependency is Not Working in OpenSAFfire 6.2 (Doc ID 1487240.1)

Symptoms

Blades in chassis :

SI-SI dependency of  "safSi=SicM1" on "safSi=SicPlatM1" and etc.

1. Start opensaf on SC1 and then on PL7-4080

All components on both nodes received ACTIVE csi assignment successfully.

2. Stop opensaf on PL7-4080 keeping SC-1 active and then start opensaf on  PL7-4080.

Component PM and RMON receive ACTIVE CSI assignment (belongs to  SicPlatM1) while all other components on PL7-4080 didn't receive any CSI assignment.

Remove this dependency then problem didn't persist.

What is the reason.  Do we need to perform some changes in imm.xml?

Same imm.xml file works perfectly with opensaf 6.1.
