Setting Anchor Date Prior to Current Sysdate Is Not Being Honored By ASCP Plan

Goal
When users launch an ASCP plan , there is a parameter with name 'Anchor date'. This is the plan anchor date. Users have seen that in R12.1 instance , it won't take future date (The users interface is not permitting it). But they are able to give past due date for this field. Users expect the plan should have run taking anchor date as reference for calculating Planning Time Fence and Demand Time Fence. However, the change of anchor date does not seems to have any affect in the plan and the plan uses the current sysdate. Users want to understand the behavior.
