Data Synchronization process does not initiate automatically when scheduling Control Analysis (Doc ID 1487709.1)

Oracle Application Access Controls Governor (AACG) executes models and controls that define conflicts among duties that can be assigned in a company’s applications, and identify users who have conflicting access to those duties.
On AACG version 8.6.3:

When scheduling a Control Analysis, there is a check box to synchronize data before the Conflict Analysis is run.
However, even after checking this box only the Conflict Analysis process is run job and the data synchronizing does not occur.
Expected Behaviour
The data synchronization (ETL) process should run before the conflict analysis (CA)

Actual Behaviour
The data synchronization (ETL) process does not run prior to the conflict analysis process.

Steps to reproduce
1. Log in to AACG
2. Select Control(s)
3. Click on Action > Schedule to schedule the Conflict Analysis.
4. Ensure that the "Synchronize Datasource" check box is checked.
5. Click on Schedule button
6. Go to Jobs and Scheduling > Manage Jobs screen and see that only the Conflict Analysis is run and the data synchronization (ETL) process is not run.

The issue has the following business impact:
Due to this issue, users have to manually run ETL before running Conflict Analysis.
