Delete User Functionality Is Not Working (Doc ID 1487870.1)

Symptoms

After the deleting the testuser using "n"o command, it is deleted from eMIND data structures and not deleted from the DB. Now if user is added it is adding in eMIND data structures and giving error in DB saying already existing user.

Steps to reproduce the issue are as shown below.

1. User and group is added as below and db table view is also shown
