NEP is not opening Connections to NEs after restarting ASAP (Doc ID 1487940.1)

Symptoms

When we start or restart the ASAP application, the SARM processes work orders and assign them to NEs but all of the ASDLs are stuck in a pending state and the connections to NE's are down.
