Telephone Numbers Not Moving To Transitional Status After Disconnection

In service categories user has kept transitional time as 90 days period for business and organizational categories .Create a disconnect order and disconnect the TN . Telephone number status changed from In service to Disconnected status but not to Transitional status.
Why has the status not changed to Transitional ? What needs to be done ? Is it a bug ?
