Not Able To Accept E2B: ORA-06512: at line 91 ORA-01403: no data found, no record of the study is found in the system

Oracle Argus Safety Version 4.2.2
We received two E2B reports from Norway Authority but not able to process them.
Both the xml files have same study number "UNKNOWN Open, non-company, ABC/P"
This study is not configured in our Argus System.
Please confirm if it is mandatory that the study mentioned in incoming file should be configured in Argus.
As when we changed the value of study with the study that exists in our Argus System, we were able to process the E2B report i.e. case was created successfully.
In the error logs we get the below warnings:
