On : 2.3.1 version, SW - System Wide

When attempting to run billing batch, the following error occurs.

ERROR

java.sql.SQLException: ORA-01000: maximum open cursors exceeded

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Installed framework service pack 15 and ccb service pack 5
2. Run batch for billings - C1-ADMOV and BILLING
3. Batch consumes large memory - reporting ORA-01000: maximum open cursors exceeded and Out of Memory

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot run batch successfully, and also the memory was consumed a lot which impact the whole server's performance.
