Blanket Contract line item order does not match the Requisition line item order (Doc ID 1490252.1)

Symptoms

When a Blanket Contract is created from a Requisition, the Blanket line item order does not match the Requisition line item order

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Pull up a Requisition with multiple line items - at least 15
2. Approve the Requisition
3. Select the action 'Create Blanket'
4. Check the line item order on the Blanket-it does not match the Requisition line item order
