RMS Application Server Is Very Slow And Hangs Without Any Error Message on GUI. (Doc ID 1491547.1)

Goal

Why does Retail Merchandising System (RMS) application server just hangs for a long time without displaying any error on the Client ?

However the following was found in the Apache Server error log

Thu Aug 16 10:56:34 2012 warn http://client 172.17.5.24 ecid: 1345094794:172.16.10.29:692228:0:1,0 MOD_OC4J_0187: Failed to find an oc4j process within destination:OC4J_BI_Forms and island id: default_island for session failover.
Thu Aug 16 10:56:34 2012 error http://client 172.17.5.24 ecid: 1345094794:172.16.10.29:692228:0:1,0 MOD_OC4J_0150: Failed to deterministicly find a failover oc4j process for session request for island: default_island for destination: OC4J_BI_Forms.
Thu Aug 16 10:56:35 2012 error http://client 172.17.6.36 ecid: 1345094795:172.16.10.29:938032:0:1,0 MOD_OC4J_0145: There is no oc4j process (for destination: OC4J_BI_Forms) available to service request.
