Symptoms
On : 2.3.1 version, BI - Billing
When attempting to query billing using DOC_ID and DOC_TYPE_FLG, the following error occurs.

The issue can be reproduced at will with the following steps:
1. In order to search by Document Number, set Install Options – Alternative Bill ID Option – Document Numbers
2. Search for a bill using DOC_ID and DOC_TYPE (Main Menu - Financial - Bill - Search by "Document Number" and "Document Type")
3. Error reported "SQL_Error_Code_999999990_in_module_CIPBBILS"
4. Search for the same bill record, search by "Bill ID", result can be shown up correctly.
