Cannot Purchase Add-on Deals When Creating A Service In A Non-paying Child Account (Doc ID 1491801.1)

Symptoms

On Oracle Communications Billing and Revenue Management(BRM), 7.2.1.0.0 version, when creating a new service in a non-paying child account the user can not purchase any addon deal.

If you create a non-paying child account and a service at the same time, it does not fail.
If you create a service in a regular account, it does not fail either.
If you purchase the add-on deal after creating the service, it works fine.

The opcode that produces/catches the error (fm_cust_create_acct) is called 3 times before it failed.
