Symptoms

Content Transfer Order (CTO) package number doesn't increment

Randomly happens on CTO
Package is delivered
CTO History tab doesn't show deliver information
Same package number has used more than once

FACTS:
Software Development Kit (SDK) creates CTO
Package service between 2 Agile PLM systems (931 to 921)

Destination is a FTP site

Weblogic application servers
