Symptoms

On Oracle Communications Billing and Revenue Management(BRM), 7.4.0.0.0 version, when enclosed in a transaction, the opcode PCM_OP_SUBSCRIPTION_PURCHASE_DEAL does not apply the purchase fee.

Steps to reproduce:

(1) Open a transaction.
(2) Execute PCM_OP_SUBSCRIPTION_TRANSITION_DEAL [with waive purchase fee flag set].
(3) Execute PCM_OP_SUBSCRIPTION_PURCHASE_DEAL .
(4) Commit the transaction.

Purchase fee as part of #3 is not applied.
