Error "Timestamp is Missing from Message. Message Cannot Be Processed Without Timestamp" Occurs when Calling a Primavera Web Service (Doc ID 1494228.1)

When attempting to call a P6 Web Service the following error occurs:

"Timestamp is missing from message. Message cannot be processed without timestamp".

The following error may also occur in Oracle Primavera Cloud under Integrations > P6 EPPM, when attempting to test connection Primavera Cloud to P6 EPPM:

Connection Failed: Connection time out (Connection timed out)the specified server. outbound-proxy.cne-outbound.proxy.svc.occloud:3128
