Enhancement: Warning message when completing install PSR for TNs when disco order is still open

Issue:  When processing TN change orders, that require disco of TNs on PSR and add of the same TNs on a different PSR, TBS current allows the install order to be closed through DD BEFORE the Disconnect order has been completed.   The result of this is 2 fold (see below) and we feel that a warning message would help alert the users they are about to do something that could be customer impacting and cause an outage in the future, and help them to make an intelligent decision before moving forward.  

1. Disconnect order is processed after the install is complete, and we are taking customers down, because the services were turned up on the same Switch/Parent Trunk.
2. TNs disconnected were in a different Switch, and not removed, so we have TNs residing in multiple switches, which can result in duplicate call routing.
