OSM requirements for 07_DICTIONARY_ACCESSIBILITY (Doc ID 1495723.1)

Goal

To understand the requirements for OSM around the Oracle Database parameter 07_DICTIONARY_ACCESSIBILITY.  

In older versions of OSM there was a requirement to have this value set to TRUE.  A better security practice is to have this parameter is set to FALSE, and allow the Database admin to grant access to users who really need it.   

As of OSM 7.2 the product was changed to remove this requirement so now you can install OSM with 07_DICTIONARY_ACCESSIBILITY=FALSE.
