Performance Issue On Roaming Pipeline After Installing PS12 (Doc ID 1495903.1)

Symptoms

After installing Patch Set 12 all pipelines are running fine. But at times Roaming Pipeline (TAPOUT) pipeline stops running and doesn't get started

Below are the errors seen:-

In PS 12 you have added ParallelLoadManager and no of threads was 4. As the pipeline was not started you have commented out this section but still pipeline was not starting.
Now its giving the below error

Pipeline Server / Version 7.4 10115 finished at 26.08.2012 19:53:21.

After increasing swap memory from 16 GB to 64 GB the pipeline is getting started without any CRITICAL message.
But number of DB connections for TAPOUT pipeline alone are 950+, where as before patch set 12 it was taking 60+ connections.
Having this many number of connections causes DB utilization to be at 100% which causes performance issues for the processes running on the database. 100% memory utilization may crash the DB server.
