Unable to Create New User Accounts In PPM -- "User Account Limit Exceeded" Message (Doc ID 1496536.1)

When attempting to create a new user or re-enable a previously disabled user, the following error occurs:

     Your attempt to create (or enable) user {Last name}, {First name} has been blocked.

     You are authorized for 0 Full-user Names Users.
     Completing this operation would raise the number of Full-use Names Users using the software to 159.
     This would exceed your authorized Full-use Named Users count and violate your license agreement.

     Please contact Primavera Portfolio Management or an authorized Primavera Portfolio Management licensor to purchase additional
     Full-use user licenses in order to avoid further violation of your license agreement.
