On 12.1.3 Memory Based Planner In Test.

Users are running an ASCP plan and they see supply_type = 31 in table msc_full_pegging.  This supply in table msc_supplies shows order_type = 18 (on hand).  What does 31 mean for supply_type in table MSC_FULL_PEGGING?
