Sourcing Rules Ignoring The On-hand (Doc ID 1497004.1)

Goal

When the user creates a sourcing rule that exceeds 100% within the same rank in the Purchasing responsibility (source instance), the system allows it to be saved.
When creating the same sourcing rule within the ASCP responsibility instance, we get the proper error message "Allocation Percent must not be greater than 100 within a rank".
