SIP REGISTER Message Not Getting Processed Which Caused Call Rejected (Doc ID 1497133.1)

Symptoms

SIP REGISTER message not getting processed which caused call rejected.

While trying to send the following SIP register message through sipp tool to OCSB:

REGISTER sip:192.168.56.102:5062 SIP/2.0
  Via: SIP/2.0/[transport] [local_ip]:[local_port];branch=z9hG4bK-7303-1-0
  From: ;tag=[call_number]
  To:
  Call-ID: [call_id]
  CSeq: [cseq] REGISTER
  Contact: sip:[local_ip]:[local_port]
  Max-Forwards: 70
  Subject: Performance Test
  Content-Type: application/sdp
  Content-Length: [len]

 
SIP REGISTER message processing fails at mediation framework with following exception:

[com.convergin.common.framework.services.impl.ComponentRegistryImpl.getComponent():90][No matching criteria found, this event might be designated for a protocol mediator]
