Symptoms
In Network Charging and Control (NCC) 4.4.1.0.0 (Galaxy release), when a Subscriber's wallet state is changed from a Preuse to Active, as an Operator Update via the SMS Screens (Prepaid Charging -> Subscriber Management), two nearly identical CDR_TYPE=2 Event Data Records (EDR) are created.
