Problems during patch upgrades to ASAP 7.0.2 Patches 1 - 3 (Doc ID 1498771.1)

Note:
This problem does not apply to upgrades from earlier releases of ASAP like 5.2.4 or 7.0.0. It only applies to patch upgrades from earlier versions of 7.0.2 to a higher patch version.

Symptoms

 There are two problems that can occur when running a patch upgrade from an earlier version of 7.0.2 to patch 1, 2, or 3. 

In some cases, the installer will run to completion and will indicate that everything was successful.  However, InstallShield_PatchDB.log will contain the following error:

 ASAP_password.dat does not exist under <ASAP_BASE>/install !!

In other cases, the installer will hang just after logging the above error and will not run to completion.
