Cannot Bring a TERMINATED Wallet Back to ACTIVE Using the PI CCSCD1=CHG Command

Symptoms
The PI command CCSCD1=CHG does not seem to properly reactivate a terminated wallet. The PI seems to correctly apply the command without any error message and even answers the request with an ACK, confirming that the reactivation happened. The wallet however remains terminated with no sign of any status modification.
Reproduction procedure
To verify this problem, try to reactivate a terminated wallet, confirm that the reactivation is properly acknowledged, but that the wallet remains terminated.
- Query a terminated wallet with the PI CCSCD1=QRY command

This problem is introduced by the Oracle Communication Network Charging and Control (OCNCC) software version 4.4.1.1.0.
