Connection Reconcile Process Creating Multiple Circuit Issues w/ Invalid Statuses (Doc ID 1499881.1)

Users experiencing problems with the Connection Reconciliations function, with 2 versions of the end result for the reconciliation:

2 DLR issues for the order (with the Current issue being the last issue) - as tested in 6.0.16.x, and
3 DLR issue recordings of the change order, interspersed with other new issues in other orders (and with the Current issue NOT the last issue)

Both cases are wrong but in the first case, the Current issue is the last one (largest issue number).

In both cases, the reconciliation was done using the Background Processor.
