Registry.dat Is Missing After SSLCipherSuite Is Defined (Doc ID 1500049.1)

Goal

 After completing the steps documented in Note: 453079.1 in order to enable SSLCipherSuite, you are now unable to log into Oracle Clinical.  Instead of being presented with the Username/Password log-in window, you see the following error:

 

FRM-92120: Registry file https://appservername.com/forms/java/oracle/forms/registry/Registry.dat is missing.
